Appropriates $23,796,000 from the general fund in fiscal year 2024 to the commissioners of natural resources, transportation, and education for grants to Power to Save a Life, Inc. (also known as Advocates for Health, Inc.) to purchase and install public access AEDs.

Requires installation of three AEDs at each state park and ten AEDs in public boat accesses per county; one AED at each Class I, II, and III safety rest area, travel information center, regional welcome center, and visitor center; and two AEDs for each school district.

Grant recipients must ensure AEDs are located outdoors or in always-accessible indoor facilities, obtain land administrator approval for placement, and provide operation and maintenance for at least eight years without additional state or local funding.

Agencies must begin accepting grant applications within 90 days of the effective date and must report to legislative committee chairs and ranking minority members by October 1, 2024 on grant administration.

Grant recipients must comply with Minnesota Statutes section 403.51 and install and maintain AEDs to ensure reliable operation in typical weather and temperature conditions.
