Appropriates $2,500,000 in fiscal year 2024 and $2,500,000 in fiscal year 2025 from the general fund to the commissioner of transportation for an agreement with the University of Minnesota Board of Regents on small community infrastructure partnerships.

Funds must support partnership activities through University of Minnesota Extension, the Center for Transportation Studies, the Minnesota Design Center, the Humphrey School of Public Affairs, the Center for Urban and Regional Affairs, or related entities.

Agreement must provide support to small communities on methods to incorporate sustainability, resiliency, and climate change adaptation, and identify cross-sector analysis of potential associated projects and coordinated infrastructure investments.

Prioritizes assistance to political subdivisions and federally recognized Tribal governments with insufficient capacity to undertake project development and apply for state or federal infrastructure grants.

Agreement may fund project analysis and development activities including planning, scoping, analysis, predesign, design, pre-engineering, and engineering; appropriation is available until June 30, 2026.
