Appropriates $10,000,000 from the state transportation fund's bond proceeds account to the commissioner of transportation for grants to Brooklyn Park, Champlin, or both cities.

Funds may be used for environmental documentation, preliminary engineering, right-of-way acquisition, and final design at the intersection of 109th Avenue North and marked U.S. Highway 169.

Does not require a nonstate contribution from the recipient cities.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to provide the appropriated funds, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
