Appropriates $1,250,000 in fiscal year 2024 and $1,250,000 in fiscal year 2025 from the general fund to the commissioner of health for a grant to Breakwater Health Network.

Grant recipient must identify and contract with a vendor to purchase, test, and implement a new electronic health record (EHR) system.

New EHR system must improve patient care and documentation, enable exchange of patient information with other providers, and establish an equity framework for social determinants of health data collection.

System must improve patient and provider experience, enhance population health, reduce healthcare costs, and strengthen security of patient health information.

Designated as a onetime appropriation.
