Authorizes Beltrami County to impose a sales and use tax of 5/8 of one percent, subject to voter approval at a general election.

Tax revenues must be used to pay collection and administration costs, and to finance up to $80,000,000 for construction of a new county jail.

Beltrami County may issue bonds up to $80,000,000 plus costs of bond issuance, exempt from state debt limitations and levy limitations.

Tax expires at the earlier of 30 years after imposition or when the county board determines sufficient revenue has been collected to pay project costs and bond-related expenses.

Remaining funds after tax termination are placed in the county's general fund, and the county may elect to end the tax earlier by ordinance.
