Directs the Commissioner of Human Services to determine that size limitation exceptions apply to customized living and 24-hour customized living services under the Brain Injury (BI) and Community Access for Disability Inclusion (CADI) waivers.

Establishes exception for two HUD-subsidized housing settings in Minneapolis created on September 29, 1980, serving six clients each enrolled in BI and CADI waivers.

Establishes exception for one HUD-subsidized housing setting in Grand Rapids created on April 15, 1991, serving eight clients enrolled in BI and CADI waivers.
