S.F. No. 2732 - Electioneering Communications Regulation

• Adds electioneering communications as a permitted disbursement for independent expenditure and ballot question political committees or funds.

• Defines "electioneering communication" as broadcast, cable, or satellite communications referring to a clearly identified state candidate distributed within 60 days before a general election or 30 days before a primary election, and targeted to the relevant electorate.

• Requires persons making electioneering communications exceeding $10,000 in a calendar year to file disclosure statements with the Campaign Finance and Public Disclosure Board by 11:59 p.m. the day following the first public distribution, including information on disbursements, candidates referenced, and donors of $1,000 or more.

• Specifies that political committees making electioneering communications must report them as campaign expenditures or independent expenditures under existing law rather than file separate electioneering communication reports.

• Applies the act to expenditures and electioneering communications made on or after January 1, 2024.
