Expands the definition of "licensee" under Minnesota's contractor recovery fund to include solar installers, in addition to residential contractors and residential remodelers.

Defines "solar installer" as any person who contracted after December 31, 2015, to install solar photovoltaic systems on residential real estate, regardless of whether they hold a residential building contractor or remodeler license.

Allows owners and lessees to file claims against solar installers under the contractor recovery fund for fraudulent, deceptive, dishonest practices, conversion of funds, or failure of performance.

Limits recoverable losses to actual and direct out-of-pocket losses, excluding attorney fees, litigation costs, and interest on judgments.

Makes the amendments effective retroactively from January 1, 2016.
