Appropriates $25,000,000 from bond proceeds to the commissioner of transportation for a grant to Anoka County for construction of a third travel lane in each direction on marked U.S. Highway 10.

Project scope includes preliminary engineering, environmental documentation, final design, right-of-way acquisition, construction, and construction administration from east of the Hanson Boulevard interchange to Round Lake Boulevard in Coon Rapids.

No nonstate contribution is required for this appropriation.

Authorizes the commissioner of management and budget to sell and issue up to $25,000,000 in state bonds to fund the appropriation, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
