Appropriates up to an unspecified amount from the general fund in fiscal year 2024 to the commissioner of agriculture for Dairy Assistance, Investment, Relief Initiative (DAIRI) grants to Minnesota dairy farmers.

Restricts grant eligibility to farmers who enroll in federal dairy risk protection coverage and produced no more than 25,000,000 pounds of milk in 2022.

Awards grants based on milk production in 2022 at a rate determined by the commissioner, with a maximum of 5,000,000 pounds per participating producer.

Allows unencumbered balances to carry forward to fiscal year 2025 and remain available until June 30, 2026 for uses under this section.

Repeals Minnesota Statutes 2022, section 41A.12, subdivision 4, which established a June 30, 2025 sunset date for the agricultural growth, research, and innovation program.
