Requires Metropolitan Council to include a climate action plan in comprehensive plans effective July 1, 2025, detailing how land use and public facilities meet carbon reduction goals in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.

Climate action plan must include quantitative vehicle miles traveled and commute data, percentage of renewable energy generated, percentage of buildings with zero carbon emissions, percentage of preserved farmland and open space, and monitoring plans for these metrics.

Requires Metropolitan Council to conduct a land use and transportation policy study by June 30, 2024, comparing current policies with alternative growth scenarios and analyzing impacts on vehicle miles traveled, transit viability, and commute patterns.

Study must analyze costs to implement efficient land use policies, required transportation and water infrastructure, sewer and water access charges, and provide findings to legislative committees by February 1, 2025.

Appropriates $1,000,000 from the general fund in fiscal year 2024 to the Metropolitan Council as a one-time allocation to conduct the land use study.
