Amends Minnesota Statutes section 125A.76, subdivision 2e to increase the cross subsidy aid factor from 6.43 percent for fiscal year 2023 to 100 percent for fiscal year 2024 and later.

The cross subsidy reduction aid calculation is based on a school district's initial special education cross subsidy multiplied by the aid factor, less the district's special education general education reduction.

Special education general education reduction is defined as general education revenue attributable to special education students who spend 60 percent or more of the school day outside the regular classroom receiving special education services.

Appropriates funds from the general fund to the Department of Education for special education aid under Minnesota Statutes section 125A.75 for fiscal years 2024 and 2025 (specific dollar amounts left blank in introduced version).

The amendment is effective for revenue for fiscal year 2024 and later.
