Increases annual recovery program grants from $125,000 to $325,000 per eligible approved recovery program, effective for fiscal year 2024 and later.

Grant funds may be used to pay for recovery program support staff (licensed alcohol and substance use disorder counselors, school counselors, school psychologists, school nurses, and school social workers), student and family recovery support staff, and approved pupil transportation expenses.

Appropriates $1,950,000 from the general fund to the Department of Education for recovery program grants in fiscal year 2024 and $1,950,000 in fiscal year 2025.

Allows any unused balance from fiscal year 2024 to carry forward and be available in fiscal year 2025.
