Exempts drivers from federal hours of service regulations when transporting heating fuel intrastate during a regional emergency declared by the U.S. President or Federal Motor Carrier Safety Administration.

Limits the exemption to emergencies where heating fuel is specifically listed as a covered commodity in the declaration.

Requires drivers using the exemption to not exceed 14 hours of combined on-duty and driving time after at least 10 consecutive hours off-duty.

Mandates a 34-hour restart before a driver has been on duty for 30 consecutive days if the emergency declaration remains in effect for more than 30 calendar days.

Effective immediately upon final enactment.
