Authorizes Independent School District No. 152, Moorhead Area Public Schools to permanently transfer up to $5,000,000 from the long term facilities maintenance reserve account to the operating capital account on June 30, 2023.

Transferred funds must be used to pay for increased costs of constructing, furnishing, and equipping the new Moorhead High School facility.

Increase in costs attributed to inflationary effects of the COVID-19 pandemic.

Exempts the transfer from existing restrictions in Minnesota Statutes sections 123B.595 (subdivisions 10 and 11), 123B.79, and 123B.80.

Becomes effective the day following final enactment.
