Establishes Donate Life special license plates available for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational motor vehicles upon payment of applicable fees and registration tax.

Requires applicants to contribute a minimum of $10 annually to the Donate Life account to obtain or maintain the special plates.

Allows plate transfer to another vehicle owned by the same individual for a $5 transfer fee, provided the new vehicle qualifies for the special plates.

Creates a Donate Life account in the special revenue fund to collect annual contributions, with funds first covering administrative costs and remaining amounts distributed to Donate Life for organ and tissue donation promotion.

Becomes effective January 1, 2024, for special plates issued on or after that date.
