Establishes a state employee scholarship program providing full tuition and fee waivers for eligible state employees and their dependents at Minnesota State Colleges and Universities for undergraduate programs.

Requires eligibility criteria including: being a state employee or dependent student, Minnesota resident, maintaining satisfactory academic progress, enrollment in an undergraduate certificate, diploma, or degree program, and not having obtained a baccalaureate degree or completed 180 postsecondary credits.

Mandates annual reporting by January 15 to legislative committees on higher education, including enrollment and graduation data organized by student eligibility status and institution attended.

Appropriates unspecified amounts from the general fund to the Board of Trustees of Minnesota State Colleges and Universities for fiscal years 2024 and 2025.

Takes effect July 1, 2023, with first scholarships awarded for the 2024-2025 school year and first report due January 15, 2026.
