Establishes a small donor state match program providing candidates with state contributions equal to 4x contributions from in-district donors (up to $50) and 2x from out-of-district donors, with a maximum match of 50% of the election cycle expenditure limit.

Creates small donor political committees and funds limited to accepting $200 per contributor per cycle and making contributions of no more than $2,000 per cycle, with authority to make unlimited in-kind contributions for direct voter contacts.

Exempts grassroots campaign expenditures (staff costs and direct voter contacts) from candidate expenditure limits for candidates who sign spending limit agreements.

Increases candidate expenditure limits across all offices, ranging from approximately 133-168% increases for statewide positions and 168% for legislative seats.

Repeals the existing campaign public subsidy program and establishes new eligibility requirements for candidates to receive state matching funds through the small donor contribution match program.
