Permits electronic rosters to use electronic records as an alternative to printed forms or labels for both voter registration applications and voter signature certificates.

Requires electronic rosters to alert election judges immediately if a voter is ineligible to vote, has already voted in that precinct, has a challenged registration status, or appears to reside in a different precinct.

Mandates electronic rosters be networked only within the polling location on election day, except for updating absentee ballot records, and meet minimum security, reliability, and networking standards established by the Secretary of State.

Exempts electronic rosters used only for election day registration from certain compliance requirements and exempts those used only for preregistered voter processing from other specific requirements.
