Prohibits individuals from acting as lobbyists for seven years after leaving office as a state legislator, constitutional officer, or certain executive branch positions.

Applies the restriction to members of the legislature, constitutional officers, and commissioners, deputy commissioners, assistant commissioners, or heads of state departments or agencies.

Covers lobbying that attempts to influence both legislative and administrative action during the seven-year period following departure from covered offices.

Creates new statute Minnesota Statutes chapter 10A, section 10A.035 to codify the lobbying restriction.
