Appropriates $13,000,000 from the general fund to the city of Windom in fiscal year 2023, with funds available until June 30, 2025.

Allocates $10,000,000 for the Windom HyLife Affordable Housing Development, $2,000,000 for repayment of Public Facilities Authority wastewater improvement loans, and $1,000,000 for recruitment efforts to locate and secure a buyer for the HyLife Foods Windom processing plant.

Makes the $10,000,000 housing and $2,000,000 loan repayment appropriations contingent upon city certification by July 1, 2023, that HyLife Foods has not entered into a contract to transfer ownership of the processing plant.

Appropriates $1,000,000 in fiscal year 2024 to Windom School District (Independent School District No. 177) as onetime supplemental aid.

School district supplemental aid is calculated as the greater of zero or $10,000 multiplied by the difference between October 1, 2022, and October 1, 2023, pupil enrollment counts, with 100 percent of aid paid in the current year.
