Expands the definition of "highway purposes" to include multimodal infrastructure within highway right-of-way for transit, active transportation, and reduction of greenhouse gas emissions.

Removes the Office of Transit and Active Transportation and the Office of Passenger Rail from the list of prohibited spending items, allowing highway user tax distribution and trunk highway funds to support these offices.

Removes the prohibition on public electric vehicle infrastructure installation, construction, expansion, or maintenance, making it eligible for highway fund expenditures.

Renumbers existing spending prohibitions to reflect the removal of transit and passenger rail offices, maintaining restrictions on unrelated items such as tourism kiosks, criminal apprehension laboratories, and central office rent.

Establishes effective dates of July 1, 2023 for changes to section 161.20 and July 1, 2025 for changes to section 161.045.
