Adjusts special education aid for 2023 from $1,945,533,000 to $1,859,205,000, with specific allocations of $1,632,863,000 for 2023.

Makes forecast adjustments to numerous education programs including charter school building lease aid, achievement and integration aid, nonpublic pupil aid, early childhood education, and adult basic education.

Modifies appropriations across nutrition programs (school lunch, breakfast, kindergarten milk), facilities maintenance, teacher compensation, and community education services for fiscal years 2022-2023.
