• Creates special veterans' license plates for each branch of the armed forces (Army, Navy, Air Force, Marine Corps, Coast Guard, Merchant Marine, and other uniformed services) for veterans who do not qualify for existing veterans' plates.

• Eligible applicants must be veterans with discharge papers, registered owners of passenger automobiles, recreational vehicles, one-ton pickup trucks, or motorcycles, and must pay the standard special plate fee plus registration tax.

• Special plates must bear "VETERAN" inscription and include a branch-specific emblem designed by the commissioner of veterans affairs in consultation with veterans organizations and approved by the commissioner of public safety.

• Plates may be transferred to another qualifying vehicle for a $5 fee, and replacements for damaged plates are issued free of charge after the initial fee is paid.

• The "Support Our Troops" account may be used to fund plate production costs, with the commissioners of veterans affairs and public safety required to agree on a payment schedule.

• Effective date: January 1, 2024.
