Appropriates $150,000 in fiscal year 2024 and $150,000 in fiscal year 2025 from the general fund to the Department of Education for a grant to 826 MSP.

Grant funds must support programs for low-income students and students of color in the Twin Cities that strengthen literacy skills, increase student engagement, and develop student leadership.

Permitted uses of grant funds include all-day in-school academic support and tutoring, year-round out-of-school writing and publishing activities, career exploration in literary arts and creative industries, and family literacy activities.

Grant recipient must submit a preliminary report by January 15, 2024, and a final report meeting Minnesota Statutes section 127A.20 requirements; the Department of Education may retain up to five percent of appropriation funds for grant administration.

Unspent first-year funds carry over to the second year, and the base appropriation for fiscal year 2026 is $0.
