Increases the maximum transitional supports allowance from $3,000 to $7,000 for individuals moving from licensed settings to community settings under home and community-based waivers.

Requires the commissioner to simplify and improve access to home and community-based waiver services through establishment of a common service menu available regardless of age, disability type, or waiver program.

Mandates that consumer-directed community supports be offered as an option to all eligible persons under the waivers.

Shields the state of Minnesota and county agencies from liability for damages or injuries resulting from support purchases made by individuals, families, or representatives using consumer-directed community support funds.
