Establishes the Task Force on Disability Services Accessibility consisting of 23 members including people with disabilities, parents, county representatives, and disability advocacy organizations to evaluate accessibility barriers in state and county disability services.

Task force must conduct an accessibility assessment of disability services provided through Medicaid, including personal care assistance, home care, and waivers, and develop recommendations for eliminating barriers by August 1, 2026.

Requires six pilot projects in selected counties to implement accessibility improvements including: preview processes for service denials/reductions, less frequent disability assessments (with at least three-year intervals), peer system navigators, and electronic communication options.

Pilot projects must serve at least five percent of each selected county's disability services caseload and continue for a minimum of 18 months, with interim reporting at six, 12, and 18 months.

Appropriates funding in fiscal year 2024 for task force operations and county pilot project grants; task force expires March 31, 2027; effective date is July 1, 2023.
