Amends Minnesota law to require the commissioner of public safety to appoint a new deputy registrar of motor vehicles and driver's license agent for Hennepin County, overriding existing distance and transaction volume limitations.

Establishes a full-service deputy registrar's office at the North Minneapolis Service Center located at 1001 Plymouth Avenue North in Minneapolis with authority to handle vehicle registration, motor vehicle tax collection, and driver's license services.

Makes the North Minneapolis Service Center a full-service office with the same registration, tax collection, and driver's license bureau functions as other deputy registrar offices.

All other provisions of Minnesota Statutes sections 168.33 and 171.061, and Minnesota Rules chapter 7406 apply to the new office.
