Establishes a grant program through the Public Facilities Authority to replace lead drinking water service lines in Minnesota, with a goal to complete replacements by 2033.

Provides $120,000,000 in fiscal year 2024 and $120,000,000 in fiscal year 2025 for grants to community water suppliers, municipalities, and other eligible entities, with funds available until June 30, 2033.

Grants must fully fund replacement of privately owned lead service lines and may cover up to 50 percent of publicly owned line replacement costs.

Applicants must prioritize replacements based on health threats, areas with elevated childhood blood lead levels, schools and daycare facilities, lower-income communities, and coordinate with water main replacement projects.

Requires prevailing wage rates for workers and mandates annual reporting to legislature on program costs, number of schools and daycare facilities served by lead lines, and remaining unspent appropriations.
