• Requires public schools to base reading instruction on the "science of reading," defined as explicit, systematic, evidence-based instruction using phonemic awareness, phonics, fluency, vocabulary, and comprehension.

• Prohibits use of visual memory as primary basis for word recognition and bans the three-cueing system (MSV) model in reading instruction.

• Establishes a reading reset account with $250 million in appropriations: $125 million for curriculum and materials aligned with science of reading, $100 million for teacher training, and $25,000 for parent tutoring reimbursement.

• Requires all teacher preparation programs for elementary education to include instruction in the science of reading and mandates audits of all approved programs by September 1, 2023, with non-compliant programs placed on immediate probation.

• Allows school districts, charter schools, and cooperatives to request reimbursement for science of reading-aligned curriculum purchased after July 1, 2020, contingent on discontinuing whole-language, balanced literacy, and certain published materials by Heinemann Publishing or authors Fountas and Pinnell.
