Appropriates $350,000 in fiscal year 2024 and $350,000 in fiscal year 2025 from the general fund to the Minnesota Association of Black Lawyers for a pilot program supporting black undergraduate students pursuing law school admission.

Pilot program must enroll 10 to 20 black Minnesota resident students attending Minnesota baccalaureate degree-granting institutions full-time and provide each student with a $4,000 annual academic scholarship.

Program shall organize events and one-on-one mentoring to familiarize students with law school and legal careers, and provide free LSAT test preparation materials, academic support, and exam registration.

Grant funds may be used for student scholarships, academic events with food and transportation costs, LSAT preparation materials and courses, and hiring program staff.

Minnesota Association of Black Lawyers must submit reports by January 30, 2024 and January 30, 2025 detailing program outcomes, revenues, expenses, and use of all state funds to the Office of Higher Education and relevant legislative committees.
