Appropriates $25,000,000 in fiscal year 2024 from the general fund to the commissioner of transportation for grants to the city of St. Paul, Ramsey County, or both for the Rice Street Capitol Area redesign project.

Funds cover planning, predesign, design, engineering, environmental analysis and mitigation, land acquisition, and reconstruction of four street corridors: Rice Street (West Pennsylvania Avenue to John Ireland Boulevard), Como Avenue (West Pennsylvania Avenue and Marion Street to Rice Street), West 12th Street (John Ireland Boulevard to vicinity of Saint Peter Street), and Saint Peter Street (West 12th Street to East 11th Street).

Requires the project to be developed under a multiagency planning process coordinated by the Capitol Area Architectural and Planning Board and to conform with the comprehensive plan and St. Paul's street design manual.

Mandates establishment of a multimodal hub in the vicinity of Rice Street and University Avenue.

Appropriation funds are available for spending until June 30, 2032.
