Proposes constitutional amendment to add Article XI, Section 16 creating a dedicated long-term care fund for Minnesota residents.

Levies a tax on income not subject to Social Security taxation beginning January 1, 2026, at the federal Social Security tax rate (or lowest tiered rate if federal government implements tiered system).

Tax revenues, plus penalties and interest minus refunds, dedicated solely to long-term care services for seniors and people with disabilities, with funds required to supplement rather than substitute traditional funding sources.

Requires constitutional amendment to be submitted to voters at 2024 general election under ballot title "Dedication to Our Most Vulnerable Citizens."

Directs commissioner of revenue and commissioner of human services to propose implementing legislation at 2025 legislative session if amendment is adopted.
