Modifies the sparsity adjustment in Minnesota's city aid formula by changing the adjustment value from 100 to 200 for cities with 10,000 or more residents that have an average population density less than 150 per square mile

Maintains the sparsity adjustment value of 200 for cities with populations less than 10,000 that have an average population density less than 30 per square mile

Population density thresholds are based on the most recent federal census data

Sets sparsity adjustment to zero for all other cities not meeting the above criteria

Effective for local government aid payments beginning in calendar year 2024
