Appropriates $403,000 in fiscal year 2024 and $403,000 in fiscal year 2025 from the general fund to the commissioner of transportation for grants to transportation management organizations.

Allocates $300,000 annually to the St. Paul transportation management organization and $103,000 annually to the downtown Minneapolis transportation management organization.

Requires funds to support programming and service expansion for carpool, vanpool, bicycle commuting, telework, and transit assistance for companies and commuters.

Mandates St. Paul transportation management organization provide public education and information to reduce vehicle miles traveled throughout the metropolitan area.

Requires downtown Minneapolis transportation management organization to provide a hybrid commuter education pilot program.
