Requests Congress to overturn the Citizens United v. FEC Supreme Court decision and clarify that constitutional rights belong only to natural persons, not artificial entities.

Asks Congress to propose a constitutional amendment stating that spending money to influence elections is not protected speech under the First Amendment.

Proposed amendment would establish that any entity (organization, association, corporation) has no constitutional rights separate from its members and is subject to regulation by federal, state, or local law.

Proposed amendment would authorize governments to regulate, limit, or prohibit political contributions and expenditures to ensure equal access to the political process and prevent money from providing disproportionate influence over elections and ballot measures.

Directs Minnesota's Secretary of State to transmit copies of the resolution to Congress leadership and Minnesota's federal representatives and senators.
