Establishes annual Tribal Nation aid payments to 11 federally recognized Indian Tribes located in Minnesota: Bois Forte Band, Fond du Lac Band, Grand Portage Band, Leech Lake Band, Mille Lacs Band, White Earth Band, Red Lake Nation, Lower Sioux Indian Community, Prairie Island Indian Community, Shakopee Mdewakanton Sioux Community, and Upper Sioux Community.

Each Tribal Nation receives a base payment of $909,090 plus a proportional share of remaining appropriated funds based on enrolled membership as a percentage of total enrolled members across all eligible tribes.

Allocates up to $5,000,000 annually for emergency aid distributions to tribes demonstrating additional funding needs, with applications due by June 1 and any unallocated emergency funds distributed under the standard formula.

Requires tribes to certify enrollment numbers to the commissioner of revenue by March 1 annually; commissioner calculates and certifies aid amounts by August 1 and distributes payments by December 26.

Appropriates $50,000,000 annually from the general fund beginning with aids payable in 2024.
