Designates M Health Fairview University of Minnesota Medical Center and associated academic health care facilities as essential to the University of Minnesota's public health mission and land grant mission.

Prohibits out-of-state entities from controlling, directly or indirectly, any portion of the designated University of Minnesota health care facilities.

Restricts sale or transfer of the health care facilities to only the Board of Regents of the University of Minnesota, with any proceeds from disposition remaining dedicated to public education and research.

Recognizes that these facilities were built and supported with significant state funding and private philanthropic gifts to further the University of Minnesota's mission of medical education, research, and public service.

Becomes effective the day following final enactment.
