• Establishes a pilot program administered by the Commissioner of Commerce to award competitive grants to businesses purchasing or leasing medium- and heavy-duty zero-emission vehicles (commercial trucks with gross vehicle weight rating of 14,001+ pounds).

• Requires applicants to have a Minnesota business location, decommission diesel vehicles, maintain vehicle insurance, and operate funded vehicles for three years in Minnesota; grants must replace at least 30% of applicant's diesel fleet with zero-emission vehicles of similar class.

• Distributes grants among three categories with unspecified percentages: agricultural facilities delivering intrastate goods, businesses in environmental justice areas, and freight/delivery services in northern Minnesota or the Iron Range.

• Mandates vehicles be equipped with data acquisition systems for GPS and mileage tracking; manufacturers must provide quarterly reports on vehicle operation hours, miles traveled, and geographic data to grantees.

• Requires two reports to legislative committees: one by January 1, 2025 analyzing program efficacy and statewide viability, and another by October 1, 2025 from grant recipients detailing greenhouse gas emissions reductions, usage metrics, and electricity consumption data.
