Increases the transportation sparsity revenue adjustment for independent, common, or special school districts from 18.2 percent to 70 percent of the difference between actual transportation costs and baseline funding.

The adjustment compares the lesser of the district's current year transportation costs or 105 percent of the second previous fiscal year costs against a sum that includes 4.66 percent of basic revenue, prior sparsity revenue, charter school transportation adjustment, and reimbursements.

Extends the same per pupil transportation adjustment calculation to charter schools.

Takes effect for revenue in fiscal year 2024 and later.
