Appropriates $10,000,000 from the state transportation fund bond proceeds account to the commissioner of transportation for grants to Brooklyn Park, Champlin, or both cities for intersection improvements at U.S. Highway 169 and 109th Avenue North.

Funds cover environmental documentation, preliminary engineering, right-of-way acquisition, final design, and construction of local road portions of the planned intersection improvements and associated infrastructure including frontage roads, backage roads, connecting local streets, water, sanitary sewer, and stormwater improvements.

Does not require a nonstate contribution from the cities receiving grant funds.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
