Creates unemployment insurance aid program for school districts and charter schools beginning fiscal year 2025, with aid calculated as the difference between current year net audited unemployment costs and fiscal year 2022 baseline costs.

Establishes postsecondary unemployment insurance aid for University of Minnesota, Minnesota State Colleges and Universities, and Tribal colleges beginning fiscal year 2024, using fiscal year 2022 as the baseline for comparison.

Appropriates $135,199,000 for fiscal year 2025 and $161,755,000 as base amount for fiscal year 2026 and thereafter to Department of Education for school district unemployment insurance aid.

Appropriates $366,000 annually to University of Minnesota, $809,000 annually to Minnesota State Colleges and Universities, and $495,000 annually to Office of Higher Education for postsecondary institution unemployment insurance aid.

Modifies school employee unemployment benefit eligibility rules to extend benefits to non-instructional educational workers during term breaks if they have reasonable assurance of continued employment, and repeals prior statute limiting such coverage.
