Extends the participation term for eligible employers in the public employees insurance program from two years to four years, with automatic renewal for additional four-year terms.

Lowers the threshold for withdrawal from the program due to premium increases from 50 percent to 20 percent or more between insurance years.

Maintains existing 30-day notice requirements for employers and exclusive representatives when entering or withdrawing from the program.

Requires participating employers to notify the commissioner of participating employee names within two weeks of notice of intent to participate and submit other required administrative information.

Effective the day following final enactment.
