Appropriates an unspecified amount from the bond proceeds account in the trunk highway fund to the commissioner of transportation for preliminary design, final design, engineering, construction, and reconstruction of Trunk Highway 75 between Luverne and Pipestone.

Authorizes the commissioner of management and budget to sell and issue state bonds in an unspecified amount to fund the appropriation, with proceeds deposited into the trunk highway fund's bond proceeds account.

Bond sale and issuance procedures governed by Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11, at times and amounts requested by the commissioner of transportation.

Takes effect the day following final enactment.
