Increases enhanced payment rates for personal care assistants (PCAs) and community first services and supports (CFSS) workers from 107.5 percent to 143 percent of base rate for services provided to persons qualifying for ten or more hours per day, effective July 1, 2023.

Adds 25 percent enhanced rate on top of existing enhancements for support workers certified or licensed as registered nurses, licensed practical nurses, home health aides, or certified nursing assistants.

Adds 10 percent shift wage differential for services provided from 9 p.m. Friday night to 9 a.m. Monday morning.

Restricts use of enhanced rate revenue to direct wages only; prohibits use for mileage reimbursement, insurance benefits, uniform allowances, retirement contributions, or other employee benefits.

Establishes temporary 20 percent rate increase for all personal care assistance and CFSS services funded entirely by state money, expiring upon implementation of the Service Employees International Union Healthcare Minnesota labor agreement submitted February 27, 2023.

Appropriates unspecified amounts from general fund for fiscal years 2024 and 2025 to implement enhanced rates and temporary rate increase.
