Exempts deputy registrars offering bilingual services from location requirements based on distance to existing offices or transaction volume, provided they meet three criteria.

Deputy registrars must offer services in languages other than English, process at least 30 percent of transactions in a non-English language, and conduct at least 20 percent of transactions with persons with disabilities.

Creates identical exemption for driver's license agents offering bilingual services under the same three operational requirements.

All other provisions of Minnesota Rules chapters 7406 (deputy registrars) and 7404 (driver's license agents) apply to these exempt offices.
