Requires the commissioner of public safety to conduct an open bidding process when a deputy registrar permanently closes its approved office location, with a replacement deputy registrar appointed through competitive bidding effective October 1, 2025.

Prohibits the commissioner from giving preference to partners, owners, managers, or employees of the closed deputy registrar office in the open bidding selection process.

Applies identical open bidding requirements to driver's license agents when they permanently close approved office locations, effective October 1, 2025.

Requires the commissioner to adopt rules to administer and enforce the open bidding process for both deputy registrars and driver's license agents.

Mandates the commissioner conduct a comprehensive study by February 1, 2025, evaluating the open bidding process implementation, including fiscal impact, effects on service outcomes and financial sustainability, and recommendations for statutory legislation to establish the process.
