Appropriates $4,200,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for design, engineering, planning, right-of-way acquisition, and construction updates to the interchange at marked Interstate Highway 35 and Scott County State-Aid Highway 2 in Scott County.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,200,000 to provide funds for the appropriation, following procedures in Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Requires bond proceeds, except accrued interest and premiums from bond sales, to be deposited in the bond proceeds account in the trunk highway fund.

Effective the day following final enactment.
