The Commissioner of Public Safety, in consultation with the Commissioner of Administration, must determine how bilingual service requirements apply to deputy registrars and driver's license agents.

Deputy registrars and driver's license agents serving a substantial number of non-English speaking people on a yearly basis must produce equivalent materials in any non-English language spoken by those populations.

The Commissioner of Administration must ensure that county deputy registrars and driver's license agents at county service offices serving substantial numbers of non-English speakers receive translations of materials explaining agency services.

Private deputy registrars and driver's license agents are encouraged to provide written materials in appropriate non-English languages when serving substantial non-English speaking populations and when materials affect people's rights, duties, or privileges under vehicle and driver's license chapters.

The bill becomes effective July 1, 2023.
