Amends Minnesota Statutes to require the Board of Trustees of the Minnesota State Colleges and Universities to locate its central office on one or more college or university campuses governed by the board.

Prohibits the board from renewing or extending its existing lease for office space at 30 East Seventh Street in St. Paul.

Requires the board to study transfer options and submit a plan to the legislature by July 1, 2024, with copies to the chairs and ranking minority members of the committees with jurisdiction over higher education finance and policy.

Mandates completion of the central office transfer no later than the expiration date of the current lease.

Takes effect upon expiration of the existing lease at 30 East Seventh Street, with the board required to notify the revisor of statutes when the lease expires.
